Wilma Cartagena

Wilma is a recognized leader in advancing civil rights and educational equity. With over 20 years as a civil rights investigator, she now serves as Operations Manager for the Washington State Human Rights Commission, where she drives initiatives that uphold justice and fairness statewide. Her leadership extends to higher education governance, appointed by Governor Jay Inslee in 2021 as a Trustee of Wenatchee Valley College, Wilma was reappointed in 2024 and currently serves as Legislative Co-Chair for the Washington Association of College Trustees, shaping policies that strengthen access and opportunity for students across the state.

Wilma has served on numerous boards in the Wenatchee Valley, including the Wenatchee Valley Museum and Cultural Center and the Chamber of Commerce, where she founded the Hispanic Business Council to amplify representation and economic growth. Her volunteerism and advocacy reflect a lifelong commitment to empowering others and creating inclusive spaces.

Originally from Puerto Rico, Wilma’s career spans the private sector, nonprofit organizations, and government service. She is a proud mother of two and grandmother of three, and her unwavering dedication to equal rights continues to inspire transformative change in her community.
